

Team Member Spotlight: Helena Racioppa – Embracing Variety and Leadership in Senior Housing Compliance

Helena Racioppa has been a key figure at PSL’s Housing Management Corporation(HMC), where she serves as the Senior Compliance and Support Manager. Since starting in December 2015, Helena has spent almost nine years ensuring that the organization meets its obligations while creating a supportive, cohesive environment for both team members and the seniors they serve.
Helena’s career path at HMC has been a journey of growth, responsibility, and continuous learning. Her role involves managing compliance, providing guidance, troubleshooting software issues, and supporting various senior housing communities across HMC. She explains, "Most of my time has been spent either on the computer or the phone because I do compliance and support. I provide training and guidance on income, reasonable accommodations, and screening factors, and I ensure all our properties meet reporting requirements."
A Role with Daily Variety
When describing her daily tasks, Helena emphasizes the variety in her work. No two days are the same, which keeps her energized and engaged. "Every day is different, and I really like that. It’s not monotonous. I like the interaction with my team members," she shares. Helena finds joy in helping others, whether it's resolving compliance issues, addressing software concerns, or guiding managers in improving their communities.
She appreciates the challenges that come with her role, as they allow her to stay sharp and constantly learn. "I love learning, so it keeps me on my toes. All the different things that we run into make me more knowledgeable and adaptable," Helena adds.
Upholding the Mission of HMC and PSL
Helena aligns closely with HMC’s mission, which is deeply connected to the overall goals of Presbyterian Senior Living (PSL). "Our mission is the same as PSL: we provide compassionate, vibrant, and supportive communities, promoting wholeness of body, mind, and spirit. We focus on helping seniors live their best lives," she explains.
She is especially proud of the fact that HMC’s housing options cater to residents from all income levels. Helena notes, "Our product is just as good for people with limited income as it is for those with a lot more income." This inclusivity is a key component of the organization’s success, allowing seniors to age in place with dignity and respect, regardless of their financial background.
One of Helena’s favorite examples of HMC’s quality is the communities in Dillsburg. She recounts how, during new employee orientation, she challenges staff to guess which of the three properties is market-rate housing versus affordable housing. Most employees can’t tell the difference, which is a testament to HMC’s commitment to providing high-quality housing across the board.
Building a Strong Team and Community
Helena is equally passionate about fostering a supportive and collaborative environment among her team members. "We exemplify PSL's values of mutual respect, connectedness, integrity, and creative curiosity," she says. With about 60 team members comprising HMC, all managers meet weekly to train, collaborate, and stay connected.
Additionally, they host quarterly professional practice groups to maintain a sense of unity and shared purpose, even though team members are spread across different locations.
Helena is particularly proud of two programs that embody HMC’s mission of serving residents: "Cupboards of Care" and the "Healthy Living Challenge." Cupboards of Care is a food pantry initiative that helps residents facing food insecurity, while the Healthy Living Challenge encourages both residents and team members to adopt healthier lifestyles. These initiatives, Helena believes, illustrate HMC’s dedication to improving the overall well-being of the seniors they serve.
Passion for Affordable Senior Housing
Helena’s passion for affordable housing and the senior living space is evident in every aspect of her work. "You can’t work in affordable housing if you don’t care about people," she says. "We’re not in it for the money; you have to care." Her entire career has been focused on affordable housing, and she’s spent the last nine years with HMC making a difference in the lives of seniors.
When asked about trends in senior housing, Helena highlights the growing demand for affordable housing options. She observes that the waiting list for subsidized housing is increasing, with many seniors struggling to find affordable options without assistance. "There are so many seniors out there who just don’t know about affordable housing options," she notes, emphasizing the need for more education and resources to help seniors access housing choice vouchers and other programs.
Helena also points out the trend of seniors wanting to age in place, rather than moving into higher levels of care. This has led to an increase in requests for reasonable accommodations that allow seniors to remain in their homes. Whether it’s installing grab bars in bathrooms or assigning designated parking spaces, HMC is committed to helping residents live independently for as long as possible.
Favorite Communities and Memorable Moments
In addition to her passion for compliance and resident support, Helena has a deep appreciation for the communities she oversees. She speaks fondly of several properties in HMC’s portfolio, particularly Westminster Place at Stewartstown. "It’s one of our older properties, but every time I visit, I feel a warmth and sense of community. The residents take pride in their home, and they even make centerpieces for the tables in the community room during the holidays," she says, highlighting the close-knit atmosphere.
Another favorite is LongCrest, an older historical structure that was transformed into new apartments for residents. Helena admires how the building’s history was preserved while providing modern amenities. "There’s so much space and potential for activities there," she adds, praising the thoughtful design that meets residents' needs while respecting the building’s heritage.
A Caring Heart and a Strong Team
One of the most notable aspects of Helena’s role is the strong sense of camaraderie she shares with her team. She sees her colleagues not just as coworkers, but as friends and role models. "I have coworkers that I consider friends, and I look up to them professionally," she says. Helena credits her team with helping her grow as a leader and appreciates the support she’s received in return.
"I’ve been asked to be on several committees, which has helped me grow and interact with different departments within PSL," she explains. "It’s nice to be more involved and I feel appreciated. That’s one of the things that makes PSL such a great place to work. They encourage growth."
Helena has also had the opportunity to share her expertise beyond her own team, including working on fair housing policies for both affordable and life-plan communities. Although she was initially nervous about presenting to a larger audience, Helena rose to the challenge and now confidently leads training sessions on fair housing.
Challenges and Solutions
While Helena’s role brings a sense of fulfillment, it also presents challenges, particularly in balancing the increasing demand for affordable housing with limited resources. However, her solution-focused mindset helps her tackle these issues head-on. "One of the biggest challenges is that the waiting lists are getting longer, especially for residents who need lower rent. But we’re always trying to find ways to streamline the process and to help as many as possible.
Helena also finds that many seniors are unaware of the options available to them, which adds another layer of complexity to her role. But through outreach, education, and collaboration with housing authorities, she remains committed to finding solutions that help seniors access the housing they need.
A Career Defined by Purpose
Reflecting on her time at PSL, Helena is proud of the impact she has made on both her team and the residents they serve. She thrives in an environment where every day brings something new and enjoys the satisfaction that comes from helping seniors live comfortably and with dignity. "At the end of the day, it’s about providing a home for people and making sure they feel supported," she says.
Helena’s nearly nine years at HMC have been marked by growth, learning, and a deep commitment to the organization’s mission. Her role may be complex, but it’s one she embraces with passion, dedication, and an unwavering focus on the well-being of the seniors in her care.
